Leona is an arbitrator with more than 30 years of experience in labor relations, employment law, and human resources with recognized expertise in contract negotiations, grievance adjustment, arbitration, mediation, and alternative dispute resolution (ADR) in both the private and public sectors. She has represented employers, employees, and unions in all aspects of employment relationships across multiple industries including pharmaceutical, railroad, healthcare, public schools, major airlines, trucking, federal government, and state government.

Leona’s interest in arbitration and ADR began while studying labor and employment law in law school and being mentored by renowned labor arbitrator, Don Wollett.  At his recommendation, she began her career representing unions before transferring her skills to representing employers and employees. As an advocate, she argued hundreds of cases before arbitrators across the country.

Leona has earned certifications and received additional training at Columbia Law School, Atlanta Justice Center, and the Dispute Resolution Board Foundation. She currently serves as an independent Arbitrator for the New York City Transit Authority-Transport Workers Union, the American Arbitration Association, and the Better Business Bureau.
