Leona is an arbitrator with more than 30 years of experience in labor relations, employment law, and human resources with recognized expertise in contract negotiations, grievance adjustment, arbitration, mediation, and alternative dispute resolution (ADR) in both the private and public sectors. She has represented employers, employees, and unions in all aspects of employment relationships across multiple industries including pharmaceutical, railroad, healthcare, public schools, major airlines, trucking, federal government, and state government.

Leona’s interest in arbitration and ADR began while studying labor and employment law in law school and being mentored by renowned labor arbitrator, Don Wollett.  At his recommendation, she began her career representing unions before transferring her skills to representing employers and employees. As an advocate, she argued hundreds of cases before arbitrators across the country.

Leona has earned certifications and received additional training at Columbia Law School, Atlanta Justice Center, and the Dispute Resolution Board Foundation. She currently serves as an independent Arbitrator for the New York City Transit Authority-Transport Workers Union, the American Arbitration Association, and the Better Business Bureau.

Arbitration Admin Fees
Arbitration Commencement and Administration Fee: $1500 per party
Rates
2 Party Case: $250 per party; per hour
3 Party Case: $225 per party; per hour
4 Party Case: $200 per party; per hour
5+ Party Case: Flat Rate Available Upon Request

Travel time and expenses, including meals and lodging, billed separately and split equally among the parties at the Neutral’s hourly rate.
Pre/Post Consultation & Document Review: Hourly Arbitration Rate

ARBITRATION FEE PAYMENT POLICY

Arbitration Commencement and Administrative Fee $1500.00 per party, per arbitrator At the commencement of an arbitration each party will be invoiced a $1500.00 per party Arbitration Commencement and Administrative Fee. This fee is refundable minus $500.00 per party until the initial case management order has been issued. All arbitration related invoices are due upon receipt....

ARBITRATION CANCELLATION POLICY

If a single-day Arbitration Hearing scheduled on the merits of the case cancels or reschedules within 15 business days of the hearing, the parties will be charged 4 hours of the Arbitrator’s hourly rate for each day reserved for the hearing. However, if the single-day Arbitration Hearing cancels or reschedules within 2 business days of the hearing, the parties will be charged 8 hours of the Arbitrator’s hourly rate for each day reserved for the hearing.

If a multi-day Arbitration Hearing scheduled on the merits of the case cancels or reschedules within 28 business days of the hearing, the parties will be charged 4 hours of the Arbitrator's hourly rate for each day reserved for the hearing. However, if the multi-day Arbitration Hearing cancels or reschedules within 7 business days of the hearing, the parties will be charged 8 hours of the Arbitrator's hourly rate for each day reserved for the hearing.

Issuance of the Final Arbitration Order/Award

Arbitration Awards/Orders will not be issued to either party until Miles has received full payment for all fees and expenses associated with the arbitration.
